RDC droit de l'home: la majorité des atteintes aux droits humains restent impunies, selon Human Rights Watch
La grande majorité des atteintes aux droits humains perpétrées en RDC restent impunies, déplore l’ONG internationale Human Rights Watch (HRW) dans son rapport mondial 2014 publié mardi 21 janvier.
Sur le chapitre réservé à la RDC, HWR a dénoncé tour à tour les abus des forces de l’ordre, le recours aux intimidations, aux menaces et aux arrestations arbitraires pour empêcher les dirigeants politiques et les militants d’exprimer librement leurs opinions ou de manifester.
L’ONG internationale a également fustigé les crimes de guerre perpétrés par les rebelles du M23 et les attaques de civils perpétrées par d’autres groupes armés dans l’Est de la RDC.
Le M23 est accusée par l’ONG, en juillet dernier, d’avoir exécuté sommairement au moins 44 personnes et violé au mois 61 femmes et filles depuis mars 2013 dans l’est du pays.
Par ailleurs, Human Rights Watch dit avoir enregistré certains développements positifs, notamment dans le domaine de la justice avec l’arrestation et le transfert de Bosco Ntaganda à la Cour pénale internale (CPI), au Pays-Bas.
L’ONG note aussi que le gouvernement congolais a lancé des mandats d’arrêt visant plusieurs dirigeants du M23, et des autorités gouvernementales ont clairement indiqué qu’ils n’offriraient pas d’amnistie aux personnes présumées responsables de crimes de guerre et qu’ils ne les intègreraient pas dans l’armée.

Researchers in Maryland and South Korea recently found that sexual activity in mice and rats improves mental performance and increases neurogenesis (the production of new neurons) in the hippocampus, where long-term memories are formed. In April, a team from the University of Maryland reported that middle-aged rats permitted to engage in sex showed signs of improved cognitive function and hippocampal function. In November, a group from Konkuk University in Seoulconcluded that sexual activity counteracts the memory-robbing effects of chronic stress in mice. “Sexual interaction could be helpful,” they wrote, “for buffering adult hippocampal neurogenesis and recognition memory function against the suppressive actions of chronic stress.” So growing brain cells through sex does appear to have some basis in scientific fact. But there’s some debate over whether fake sex—pornography—could be harmful. Neuroscientists from the University of Texas recently argued that excessive porn viewing, like other addictions, can result in permanent “anatomical and pathological” changes to the brain. That view, however, was quickly challenged in arebuttal from researchers at the University of California, Los Angeles, who said that the Texans "offered little, if any, convincing evidence to support their perspectives. Instead, excessive liberties and misleading interpretations of neuroscience research are used to assert that excessive pornography consumption causes brain damage. "
